RT Service Improvements

Effective Sunday, January 5, 2014, Sacramento Regional Transit will implement service improvements that will extend service on 10 bus routes and restructure one bus route.  Here are some of the changes in our business district:
Route 51: Broadway - Stockton
(Saturday Schedule Changes)
Extended night service will be added on Saturdays. The last trip from the Florin Towne Centre Transit Center will depart at 9:14 p.m. and arrive at 8th and K streets at 9:53 p.m. Three additional trips will depart from 8th and F streets at 6:38 p.m., 9:08 p.m. and 10:08 p.m., and arrive at the Florin Towne Centre Transit Center at 7:18 p.m., 9:48 p.m. and 10:48 p.m.
(Weekday Schedule Changes)
Extended night service will be added on weekdays. The last trip from the Arden Fair Mall Transit Center will depart at 9:20 p.m. and arrive at the Florin Towne Centre Transit Center at 10:20 p.m.

Extended night service will be added on weekdays. The last trip from the Arden Fair Mall Transit Center will depart at 9:50 p.m. and arrive at the Florin Towne Centre Transit Center at 10:49 p.m.
(Saturday Schedule Changes)
Extended night service will be added on Saturdays. The last trip from Florin Road and Riverside Boulevard will depart at 9:50 p.m. and arrive at the University/65th Street light rail station at 10:35 p.m. The last trip from the University/65th Street light rail station will depart at 9:47 p.m. and arrive at Florin Road and Riverside Boulevard at 10:34 p.m.

FREE Holiday Security Available for Our Merchants

The Florin Road Partnership Property and Business Improvement District is committed to safety and security on the Florin Road Business Corridor. We have retained Paladin Private Security to provide an armed security response to merchants and property owners in our business district through December 31, 2013.

There is NO charge to you to use Paladin’s service during this time period if you are a merchant or property owner in our business district.

The primary focus of the Paladin security team will be addressing anti-social behavior on the corridor which detracts from commercial activity. This includes loitering, panhandling, illegal camping and public intoxication. In order for Paladin to remove trespassers from your property, they must have a completed Notice of Agency (NOA) form from your business. The form is shown below. Please print and complete it, then fax it to Paladin at 916-331-4329.

Paladin’s dispatch center may be contacted directly by telephone at 916-331-3175. For emergencies and crimes in progress, call 911.

PACE Program Accepting Applications

On November 5, 2013, the Sacramento County Board of Supervisors authorized the Property Assessed Clean Energy (PACE) program for both commercial & residential property owners.

PACE allows businesses & homeowners to finance energy efficiency, water conservation, and renewable energy upgrades with low upfront costs. The improvements are paid for by a voluntary tax on the owner’s property tax bill. All commercial & residential property owners in the unincorporated area of Sacramento County may use this financing option. PACE’s unique financing mechanism is tied to the property, rather than the individual.

Eligibility is based primarily on property value and equity (a minimum of 15 percent is required) rather than credit score, and the payment obligation may transfer to a new owner if the property is sold. The voluntary program addresses the financial hurdles to capital-intensive energy efficiency projects, because there are low upfront costs to property owners. Homes & businesses that participate are likely to enjoy increased property values & reduced energy costs.

PACE is administered by the Ygrene Energy Fund. Ygrene is a developer and administrator of clean energy financing programs throughout the U.S. The Ygrene Energy Center at 2600 Capitol Avenue in Sacramento offers contractor training, energy efficiency workshops, and information on cutting-edge green products. Happy 35th to Paratransit!

On October 9, 2013, Paratransit, Inc. celebrated their 35th Anniversary with a special event at their state-of-the-art facility at 2501 Florin Road, Sacramento. Hundreds of business, government, and community representatives came together to recognize the organization’s achievements over the years. Paratransit was founded in 1978 as a private nonprofit corporation dedicated to providing transportation services to individuals with disabilities, the elderly, and related agencies throughout the Sacramento County area. Since 1981, Paratransit has served as the Consolidated Transportation Services Agency (CTSA) for the Sacramento area and is recognized as a national leader in coordinated transportation programs.

Demolition work recently took place on the remaining buildings of the former Paul Blanco Chevrolet and Capitol City Chevrolet dealerships. The property is being marketed along with other nearby vacant auto dealerships. A master development is envisioned for these properties that would include a mix of retail, residential, and entertainment uses.

Planning & Development Code Training Session

The City of Sacramento's 50-year-old zoning code was recently updated and the changes will take effect on September 30, 2013. The City is offering a training session on the new code, referred to as the Planning and Development Code. During the training, city staff will provide information on significant changes, how to use the new code, and answer any questions you may have.

Special Advertising Opportunity

The Florin Road Partnership Property & Business Improvement District is collaborating with the Stockton Boulevard Partnership and the Oak Park Business Association on a special advertising project. 

The 7th Annual Business Directory will include maps of each business district, free listings of businesses in each area, and advertisements from local businesses. 
The goal of this directory is to increases visibility of your business, encourage new and return customers, and increase your sales.  10,000+ copies of the directory will be printed in April 2013 for free distribution at local businesses and community events. The directory will also be available for free on the Florin Road Partnership’s website which receives 15,000+ hits per month.

Planning and Development Code project meeting

The City of Sacramento Community Development Department has initiated a zoning code update--something that has not been completed in more than 50 years. The proposed update, referred to as the "Planning and Development Code," will result in a user-friendly document that provides predictable, clear and consolidated direction for development. Key components of the update include:
  • Reorganizing the code by individual zones for ease of use, 
  • Creating a consistent citywide site plan and design review process,
  • Providing flexibility in development standards to facilitate development of smaller urban infill lots,
  • Updating development standards to recognize urban and traditional development patterns identified in the General Plan,
  • Updating parking standards and identifying alternative parking compliance to facilitate urban infill.

This process will help manage Sacramento’s growth over the next 20 plus years, as identified in the 2030 General Plan.

Biz Licenses to Help Fund Accessibility

Starting January 1, 2013, new business licenses in California will cost $1 more.  Seventy percent of the funds collected from this increase will cover the cost of recruiting and training certified access specialists to help business owners make their locations more accessible to persons with disabilities.  This program will be administered by local governments.  Thirty percent of the funds will be used by the office of the State Architect to oversee testing and certification of these local specialists. 
There will also be new language on the business licenses to educate about what programs are available for business and property owners and to reinforce the importance of making all businesses accessible.
